A1 certificate

A1 certificate for postings in the EU

Sending people to work in another EU country? The A1 certificate proves they stay insured in Romania. We check eligibility, prepare the file and follow it until the certificate is issued.

What it's for

Why you need the A1 certificate

01

Contributions paid only once

The A1 shows that the posted employee stays in Romania's social security system. Without it, the host country can claim contributions there as well.

02

Inspections happen on site

Labour inspectors in countries such as France, Austria, Germany or Belgium ask for the document on the spot. Not having it can lead to fines and even a work stoppage.

03

For every employee and every posting

The certificate is issued in the employee's name for the posting period - usually up to 24 months. Extensions and changes of country are checked again.

04

Also for people working in several countries

Drivers, fitters and technicians who regularly work in two or more countries need an A1 too.

Conditions and documents

What is required for an A1

The company

  • Carries out real, substantial business in Romania, not just administration
  • Keeps the employment contract for the whole posting
  • Has a contract with the client in the host country
  • Provides the posting document and proof of activity in Romania

The employee

  • Is insured in Romania before leaving (usually for at least one month)
  • The posting doesn't exceed 24 months
  • Doesn't replace another posted worker
  • Has a valid ID and, if non-EU, a residence permit

For non-EU employees the rules differ depending on the host country - we check every case before departure.

Why it matters

What you risk without an A1

01

Paying social contributions in the host country too, for the same period.

02

Fines during labour inspections abroad.

03

Delays or a work stoppage until the situation is clarified.
